On 22 April 2026, Captain Shahid Rafiq PN assumed the responsibilities of Commandant/Principal of Cadet College Sanghar. The Commandant is firmly committed to advancing the institution's established standards of quality education. His vision focuses on nurturing cadets into principled citizens and future leaders of Pakistan by reinforcing character, discipline, integrity, and a strong spirit of service to the nation. Captain Shahid Rafiq PN is an eminent Naval officer who joined the service as a Naval Cadet on 04 February 1992. He was commissioned in the Operations Branch (Surface) of Pakistan Navy on 01 January 1996. During his distinguished career, he has served on various Command and Staff appointments. His major Ships/ Establishment appointments include Commander 21st Auxiliary Squadron, Commanding Officer BEHR KUSHA and PNS JURRAT; Commanding Officer PNS HIMALAYA, Commander Dockyard & Naval Harbour Master (Karachi). His major staff appointments include the Director Naval Development Plan (Platforms), Director Project Plan-III, Director Organization and Methods at Naval Headquarters, and Project Director Naval Anchorage Gwadar. The officer has also served onboard variety of Naval Ships including PNS TAIMUR, BADR, NASR, KHAIBAR and JURRAT in different capacities, contributing towards successful completion of assigned tasks. He is a graduate from Pakistan Navy War College and Command and Staff College Nanjing, China; both with distinction. Abroad appointments of the officer include services under Commander Combined Task Force 151 as Future Plans Officer, Command and Staff course at China, US NAVCENT Bahrain as Lessons Learned Officer and Joint Command & Staff College Qatar as Directing Staff. He has completed various National & International Degrees which include a B.Sc (Hons) in Naval Sciences, Graduation at Naval Command & Staff College China, an M.Sc in War Studies, an MS in Project Management and Master’s in International Relations. Professional courses of the officer include Executive Officer, Principal Warfare Officer (Air), Emotional Intelligence, Leadership, Strategic Time Management, Communication Skills, Instructional Techniques, Unit Security Officer, and Meteorological Officer Course. The officer has the singular honour of contracting 10 x ships (Destroyers, Corvettes and Offshore Patrol Vessels) for Pakistan Navy while serving at NDP (Platform) Directorate, NHQ. In recognition of his contracting services of ships for Pakistan Navy, he has been awarded with Letter of Commendation by Chief of the Naval Staff.
